In order your students to be qualify for free education or scholarship, they must at least finish +2 or two years college education. For Finland the student's has to go entrance examination to qualify ( handle by Finnish embassy and in case no embassy/consulate in your country the British Council will take care) and when the student’s hurdle the exam means guaranteed Student Resident Visa. For Norway and Sweden the student's need IELTS (6.5 above) or TOEFL (550 above computer based) results.
